Company History

CSC was founded in 1996 by Charles A. Quinn. Charlie began working in the semi-conductor industry beginning in 1982. He designed, constructed and operated ultra pure water systems and chemical and gas distribution systems. He consulted for the NSA (National Security Agency). In 1996 he started CSC, providing project management and construction management services.

Charlie has thirty years construction project management, pre-construction, utility infrastructure design and site utilities construction experience; expertise in all facets of infrastructure, hospitality, tribal gaming, commercial, semi-conductor, pharmaceutical, biotech and industrial facility project construction.

Company Accomplishments

Critical Systems Consultants has been providing construction management and inspection services for 12 years as a company with over 30 years of team experience. QCS incorporated in 2004 and CSC became a division of Quinn Consulting Services, Inc. (QCS, Inc). CSC is located in Temecula, and has 5 full time staff members, as well as 5 additional team members that are brought on staff as projects demand.

CSC offers program management services including design management, construction management, and construction oversight. In addition, CSC provides development planning, grant administration, environmental assessment, and construction inspections for adherence to plans and specifications as well as code compliance.
